Manila Philippines - The Local Government Code of the Philippines (Republic Act No. 7160) provides for a Sangguniang Kabataan (SK), which is composed of chairman, seven members, a secretary and a treasurer.

The SK initiates youth-related programs designed “to enhance social, political, economic, cultural, intellectual, moral, spiritual and physical development” of the youth and undertakes fund-raising activities.

Youths in barangay community at the age of 15 to 21 years old constituted into the Katipunan ng Kabataan (Youth Assembly), which was mandated to convene at least quarterly, “to decide upon important issues affecting the youth of the barangay.”

The primary duties of an SK Chair is to preside and establish meetings, implementing policies programs and projects within his jurisdiction in coordination with the Sangguniang Barangay (village council); exercising general supervision over the affairs and activities of the SK and its members; and appointing, with the concurrence of SK, the secretary, treasurer and other officers as may be deemed necessary from among the members of the SK, among others.

Benefits of SANGGUNIANG KABATAAN

1. Free tuition and matriculation fees in any public tertiary school.

2. Exemption from NSTP - CWTS subjects

3. Exemption from classes while attending SK meetings; for SK chairperson, while attending Sangguniang Barangay sessions.

5. Travel reimbursements in relation to SK functions 

6. The SK chairperson shall have the same privileges enjoyed by other barangay officials. 

The 2018 Barangay and Sangguniang Kabataan Elections (BSKE2018) will happen on May 14, 2018 shall be non-partisan, expeditious and inexpensive as provided for in Section 38, Article VI of BP 881. 

The conduct of elections shall be on a MANUAL processing, and the public/private school teachers who will conduct the voting and counting will now be referred as Electoral Board (RA 10756).
