Among the programs promised by the Duterte administration for inclusive growth and development is the installation of infrastructures that ensure high speed internet, thus enhancing connectivity, accessibility, and availability of the internet throughout the country.

The Duterte administration is partnering with Facebook to build the Luzon Bypass Infrastructure composed of two cable landing stations connected by a 250 km long cable network corridor.

Facebook will build and operate a submarine cable system that will land in the cable stations on the East and West Coasts of Luzon and enable connections from Luzon to internet hubs in the U.S. and Asia.

The Department of Information and Communications Technology (DICT) and the Bases Conversion and Development Authority (BCDA) will create this ultra-speed information highway that is expected to be online by the end of 2019.

The cable system is said to take advantage of the unique geographical scape of the country by providing a terrestrial bypass route for international submarine cable owners looking for diversity from the Luzon strait.

This project does not only promise better internet, but improved online government services and free Wi-Fi in many public places, much like other developed countries.

Facebook will provide the government with spectrum equivalent to at least 2 million Mbps in exchange for being the first party to use the bypass infrastructure.
