The Philippine Health Insurance Corporation (PHILHEALTH) is currently suffering over P8 billion of losses, since was a transfer of over P10 billion PHILHEALTH funds to the Department of Health (DOH) during the time of former President Benigno Aquino III’s administration.

The re-allocation is fraught with anomalies as Executive Vice President and Chief Operating Officer Ruben Basa said that the transfer was never presented nor approved by the PHILHEALTH Board of Directors.

What happened was that former Health Secretary Janette Garin and a certain Padilla wrote to the Department of Budget and Management (DBM) to request the release of P10.6 billion funds for the Health Department which was said to have been used to put up barangay health clinics, a project that was never approved by the PHILHEALTH Board.

"Management found that there was no valid waiver by PhilHealth of the P10.6 billion senior citizens fund. The matter was not presented (to) nor approved by the PhilHealth Board of Directors," Basa said.

Due to the transfer, Basa fears that PHILHEALTH will run out of funds by 2022, which is most disadvantageous to the senior citizens and indigent beneficiaries who rely on PHILHEALTH for their medical expenses.

Netizens were quick to comment on the matter with Denise Lagansua pointing at Senator Risa Hontiveros, former PHILHEALTH Board Member during Aquino’s time, as a person to question.

“Hontiveros kapal muks... Sa ibang issue andaming komento halos di ka na matapos tapos pag kaharap camera ng medya2,,, Pero tungkol sa Philhealth nakakabinging katahimikan,” Lagansua posted.

As for Yeth Palomo, “mga hayop talaga yan lagi ang ginagawa nila para lang maka pa ngungurakot ng pera ng taong bayan.Dapat sila mananagot sa mga ginawa nila. Dapat si Garin sila ni Hontiveros Dapat yan pa nanagutin sa pera ng Phelheatlh.Pera Nag mga mana mayan ang nilustay nila oera ng mga taong bayan mga hayop talaga.”
